Path 1. B2G2B: built with public funds, kept running by the private sector

A cold store, a processing unit or a water system lasts only if, after construction, there are people to run it and income to pay for it. Together with the facility, SUCRECUBE Japon designs who will operate it after the programme ends, how maintenance will be paid for and where its income will come from.

A facility financed by a government or an international organisation, through public procurement or a service contract, is run by a private company. We call this model B2G2B: Business to Government to Business. The private sector proposes, public funds build, the private sector operates.

What we are testing in Sandiara

The two solar cold storage sites in Sandiara, Senegal, are owned by the company. Construction drew on a subsidy from Japan’s Ministry of Economy, Trade and Industry, and the pilot is supported by a grant from the MOL Blue Ocean Fund (Mitsui O.S.K. Lines). Operation is carried out by our subsidiary, TUMIQUI JAPON SASU. The sites are designed to run 24 hours a day on solar panels and batteries only. A facility whose operation a public body entrusts to the company is the model we propose next. In Sandiara, we are testing how such a facility is run.

Running a facility takes income. The sites provide cold storage for produce, process mangoes with the women’s group GIE DIAMI SANDIARA, and sell goods and print documents at the kiosk next door. The kiosk’s first customer was a secondary school student who came in for a cold drink on the way home. A facility survives only when it is used every day.

Funding, ownership and operation

Item The two Sandiara sites (current case) Proposed model (operation entrusted by a public body)
Type of funding Subsidy from Japan’s Ministry of Economy, Trade and Industry and a grant from the MOL Blue Ocean Fund. The mango processing pilot is a service contract from Japan’s Ministry of Agriculture, Forestry and Fisheries Public procurement or a service contract from a public body
Ownership of the equipment The company (its own facilities) The commissioning public body, as set in each contract
Responsibility for operation Operator: the subsidiary TUMIQUI JAPON SASU. Income: cold storage, mango processing, the kiosk. Maintenance by the subsidiary Operation entrusted to the group. User fees and maintenance costs are designed for each project
After the programme ends The company keeps running its own facilities The operator, maintenance costs and income sources are set at the construction stage

Why a local subsidiary

SUCRECUBE Japon set up its Senegalese subsidiary in January 2020, so that the work would not stop at installation. Without people on site to operate, repair and sell, a facility becomes an empty box within a year. The Japanese company makes the proposal to public bodies and holds the contract. The subsidiary takes over operation. These two layers are the frame of our B2G2B.

The institutional side

In Senegal, the company has memoranda of understanding with the Ministry of Health, the Ministry of National Education and the Ministry of Industry and Commerce. The memorandum signed on 25 August 2025 with the Ministry of Industry and Commerce covers the deployment of renewable energy and cold storage infrastructure in industrial hubs. It is the base for building facilities financed by public procurement and run by the private sector.

Enquiries

For a cold storage, processing or power facility financed with public funds, we offer a single proposal covering construction through to operation. Please tell us the type of facility, the country and the source of funding.
